The two fields are equal in magnitude and opposite in direction, so they cancel and E = 0. Potential is a scalar and both contributions are positive, so they add and V ≠ 0. For equal and opposite charges the situation reverses — V = 0 while E ≠ 0 — which is why one can never be inferred from the other.
