State Polity, Administration, Schemes, Institutions, Sports and Current Affairs

This chapter answers the Jharkhand-specific General Studies items on the state's political structure and administration, the Panchayat and municipal framework, major state schemes and projects, educational institutions, sports and sportspersons, and regular state facts and current events. It teaches the stable core: how the state was formed in 2000, how its legislature, Governor, Chief Minister and High Court are constituted, how local bodies are structured under the Panchayat, municipal and PESA laws, and the pattern of schemes and institutions. Office-holders, budgets and scheme outlays change, so every dated item carries its date in the question.

1. Formation and political structure

Jharkhand was created on 15 November 2000 under the Bihar Reorganisation Act, 2000 (Act 30 of 2000, assented 25 August 2000). Section 3 lists the territories: 18 districts, from Bokaro to Singhbhum (West) and Singhbhum (East). The Act fixed the state's Legislative Assembly at 81 seats, of which 9 are reserved for Scheduled Castes and 28 for Scheduled Tribes (s.12), and gave Jharkhand 14 Lok Sabha seats and 6 Rajya Sabha seats. The Assembly is unicameral. Its seat is at Ranchi, and its first Chief Minister, Babulal Marandi, served from 15 November 2000 to 18 March 2003.

🧠 Three numbers for the formation
18 districts at formation, 81 Assembly seats, 15 November as the date. Later districts were carved out of these 18; Khunti and Ramgarh were made districts on 12 September 2007, so the count became 24 (the figure to date-stamp, as the list may change).

2. Governor, Council of Ministers and High Court

The Governor is appointed by the President (art. 155) and acts on the advice of the Council of Ministers headed by the Chief Minister, who is appointed by the Governor and must command the Assembly's majority. The Assembly is elected for five years. Its Speaker is elected by the House; the Governor's address opens each session. The state's tribal-welfare duties are constitutionally linked: art. 164 requires a Minister in charge of tribal welfare in Jharkhand, as in Chhattisgarh, Madhya Pradesh and Odisha. The 94th Amendment (2006) replaced Bihar with Chhattisgarh and Jharkhand in that clause.

Section 25 of the 2000 Act created a separate High Court for Jharkhand, with its principal seat at Ranchi fixed by presidential notified order; the Patna High Court became the High Court for Bihar. The Jharkhand Public Service Commission was constituted under art. 315 by the Governor, and it conducts the Combined Civil Services Examination.

3. Panchayats, municipalities and PESA in the state

Jharkhand's Panchayat Raj Act, 2001 gives effect to Part IX of the Constitution, while the Scheduled Areas are governed by PESA (see the land-laws chapter). Elections were long delayed by litigation over reservation. The Jharkhand Panchayat Raj (Amendment) Act, 2010 (Act 33 of 2010, assented 4 September 2010) raised women's reservation to not less than 50 per cent, including the posts of Mukhia, Pramukh and Adhyaksha.

Municipal government rests on the Jharkhand Municipal Act, 2011 (Jharkhand Act 7 of 2012), which repealed the Jharkhand Municipal Act, 2000 and the Ranchi Municipal Corporation Act, 2001, and which follows the 74th Amendment. By population at the last census, an area of 1,50,000 and above is a Municipal Corporation, 40,000 to under 1,50,000 a Municipal Council, and 12,000 to under 40,000 a Nagar Panchayat (s.8).

⚠️ Population bands, not area
Municipal class depends on the census population of the local area (s.8), not on its size or revenue. On the general bands a town of 35,000 is a Nagar Panchayat, not a Municipal Council (the Act lets the Government fix different population sizes for hill areas, pilgrim centres, tourist centres and mandi towns).

4. Major state schemes: the pattern to remember

Most state welfare schemes are direct cash transfers, housing or pension schemes, and they change with each budget. Four are examinable as facts. The Mukhyamantri Maiyan Samman Yojana gave Rs 1,000 a month to eligible women from August 2024; the state later raised the amount to Rs 2,500, but reports differ on the month of the first increased instalment, so any question must anchor on the August 2024 launch. The Sarvajan Pension Yojana gives Rs 1,000 a month to eligible elderly, widows and disabled persons (reports differ on its launch date, so it is not examinable by date). The Abua Awas Yojana for houses for poor families was announced by the state government in 2023. The central PM-JANMAN mission for Particularly Vulnerable Tribal Groups was launched at Khunti on 15 November 2023, and the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan was launched at Hazaribagh on 2 October 2024.

Outlays (Rs 24,104 crore for PM-JANMAN in one report) and beneficiary counts change with each review. Quote an outlay only with its sanction date and source, or leave it out.

5. Institutions, sports and sportspersons

Sports. The 34th National Games were held in Ranchi from 12 to 26 February 2011, and the JSCA International Stadium Complex in Ranchi hosted its first men's One-Day International, India against England, on 19 January 2013 and its first Test, India against Australia, from 16 to 20 March 2017. The Ranchi astroturf hockey stadium (named Marang Gomke Jaipal Singh in one report and Jaipal Singh Stadium in another) hosted the Women's Asian Champions Trophy 2023 (27 October to 5 November 2023), which India won by beating Japan 4-0. Jaipal Singh Munda, a Constituent Assembly member and founder-leader of the Jharkhand Party, captained India to the gold medal at the 1928 Amsterdam Olympics. Deepika Kumari, a native of Ratu Chatti village near Ranchi, reached world number one in archery in 2012, and Nikki Pradhan, from Khunti district, was the first woman hockey player from Jharkhand to play at an Olympics (Rio, 2016).

6. Regular current affairs: what to know and how to date it

Three kinds of item recur. Commemorations are fixed: Jharkhand Foundation Day is 15 November, the day of Birsa Munda's birth (born 15 November 1875 at Ulihatu), which the Union declared Janjatiya Gaurav Divas in 2021; the Union marked a year-long Janjatiya Gaurav Varsh from 15 November 2024 to 15 November 2025 for his 150th birth anniversary. Policy debates need a dated status: the 1932 khatiyan domicile Bill passed by the Assembly on 11 November 2022 was later returned by the Governor and passed again by the Assembly, and its current status must be checked before it is quoted. Institutional events such as the Jharkhand High Court's rulings or Jharkhand Assembly sessions are dated in the stem.

🎯 Why the stem carries the date
A question that says “as of the state's 2024 announcement” cannot be made wrong by a later change. A question that says “currently” will be wrong within a year. Write the date in the stem, key the answer on the dated fact, and let the stable core carry the rest.

Key takeaways

  • Jharkhand was formed on 15 November 2000 under the Bihar Reorganisation Act, 2000, with 18 districts and 81 Assembly seats (9 SC, 28 ST). Later districts make 24.
  • Governor is appointed by the President; the Chief Minister leads the Council of Ministers and must hold the Assembly's majority. Jharkhand has a separate High Court at Ranchi and its own Public Service Commission.
  • Panchayat women's reservation is at least 50 per cent under the 2010 amendment. Municipal class depends on census population: 1,50,000 and above for a Corporation, 40,000 to 1,50,000 for a Council, 12,000 to 40,000 for a Nagar Panchayat.
  • Schemes are dated by launch: Maiyan Samman (launched August 2024 at Rs 1,000), Sarvajan Pension and Abua Awas (not examinable by date), PM-JANMAN (15 November 2023, Khunti). Quote outlays only with source and date.
  • Sports anchors: JSCA Ranchi (first ODI 19 January 2013, first Test 16 March 2017), Women's Asian Champions Trophy 2023 at Ranchi, Jaipal Singh Munda's 1928 Olympic captaincy, Deepika Kumari's 2012 world number one ranking.
  • Jharkhand Foundation Day is 15 November, the same day as Birsa Munda's birth anniversary, which the Union marks as Janjatiya Gaurav Divas.

Practice questions (17)

Attempt each one before opening the answer. Every explanation names the tempting wrong option as well as the right one, because that is where marks are lost.

  1. On which date did the State of Jharkhand come into existence under the Bihar Reorganisation Act, 2000?

    1. 25 August 2000
    2. 2 October 2000
    3. 15 November 2000
    4. 26 January 2001
    Show answer

    Answer: C — 15 November 2000

The Act received assent on 25 August 2000, but the state came into existence on the appointed day, 15 November 2000. The other dates have no link to the state's formation.
  2. Consider these statements about Jharkhand's formation.
    P. At formation the Legislative Assembly had 81 seats.
    Q. Jharkhand was allotted 14 seats in the House of the People.
    R. Jharkhand has a Legislative Council alongside its Assembly.
    S. Section 3 of the 2000 Act lists 18 districts as the territories forming Jharkhand.
    Which statements are correct?

    1. P and Q only
    2. P, Q and S only
    3. Q, R and S only
    4. P, R and S only
    Show answer

    Answer: B — P, Q and S only

P, Q and S are correct: section 12 fixes 81 Assembly seats, section 9 gives 14 House of the People seats, and section 3 lists 18 districts. R is false: the Assembly is unicameral and Jharkhand has no Legislative Council. The option P and Q only omits S, a correct listing.
  3. Khunti and Ramgarh were made districts of Jharkhand on which date, which took the state's count of districts to 24?

    1. 1 January 2005
    2. 12 September 2007
    3. 15 November 2010
    4. 26 January 2001
    Show answer

    Answer: B — 12 September 2007

Khunti and Ramgarh were carved out of Ranchi and Hazaribagh and made districts on 12 September 2007, which took the count from 22 to 24. The count at formation was 18, so the other options are dates with no link to the reorganisation.
  4. Under the Constitution, who appoints the Governor of Jharkhand?

    1. The President
    2. The Chief Minister
    3. The Chief Justice of the High Court
    4. The Speaker of the Assembly
    Show answer

    Answer: A — The President

Article 155 provides that the Governor of a State is appointed by the President. The Chief Minister is appointed by the Governor, and the Chief Justice and Speaker have no role in appointing the Governor.
  5. Which of the following states is named in the proviso to Article 164(1) of the Constitution, as amended in 2006, which requires a Minister in charge of tribal welfare?

    1. Bihar, Jharkhand, Madhya Pradesh and Odisha
    2. Chhattisgarh, Jharkhand, Madhya Pradesh and Assam
    3. Jharkhand, Odisha, Bihar and Chhattisgarh
    4. Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha
    Show answer

Answer: D — Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha

The 94th Amendment (2006) replaced Bihar with Chhattisgarh and Jharkhand in the proviso, and the four states now listed are Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha. Bihar was removed because it has no Scheduled Areas; Assam has a Sixth Schedule, so it is not listed.
  6. Under which section of the Bihar Reorganisation Act, 2000 was a separate High Court for Jharkhand created?

    1. Section 3
    2. Section 12
    3. Section 25
    4. Section 7
    Show answer

    Answer: C — Section 25

Section 25 creates the High Court of Jharkhand and makes the Patna High Court the High Court for Bihar. Section 3 forms the state, section 12 fixes the Assembly seats and section 7 amends the Fourth Schedule on Rajya Sabha seats.
  7. Which of the following is NOT true of the High Court of Jharkhand as created by the Bihar Reorganisation Act, 2000?

    1. Section 25 creates it as a separate court for the State of Jharkhand
    2. Its judges and division courts may sit at other places in Jharkhand with the Governor's approval
    3. The Patna High Court becomes the High Court for Bihar on the appointed day
    4. Its principal seat is fixed by the 2000 Act itself at Patna, and it cannot sit elsewhere in the state
    Show answer

Answer: D — Its principal seat is fixed by the 2000 Act itself at Patna, and it cannot sit elsewhere in the state

Section 25(2) leaves the principal seat to be fixed by the President's notified order, and section 25(3) allows sittings elsewhere in Jharkhand on the Chief Justice's appointment with the Governor's approval. The other two options restate section 25(1). The principal seat is Ranchi, not a seat fixed in the Act.
  8. When the Mukhyamantri Maiyan Samman Yojana began paying eligible women in August 2024, what monthly amount did it provide?

    1. Rs 500 a month
    2. Rs 1,000 a month
    3. Rs 1,500 a month
    4. Rs 2,500 a month
    Show answer

    Answer: B — Rs 1,000 a month

The scheme began in August 2024 at Rs 1,000 a month; the state raised the amount to Rs 2,500 later, so the stem is anchored to the launch month. The trap is Rs 2,500, the later figure, which is wrong for the August 2024 start.
  9. Which central scheme for Particularly Vulnerable Tribal Groups was launched at Khunti on 15 November 2023?

    1. PM-JANMAN
    2. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
    3. Abua Awas Yojana
    4. Sarvajan Pension Yojana
    Show answer

    Answer: A — PM-JANMAN

PM-JANMAN was launched at Khunti on 15 November 2023 for PVTGs. Dharti Aaba was launched at Hazaribagh on 2 October 2024, while the Abua Awas and Sarvajan Pension schemes are state schemes, not central missions for PVTGs.
  10. Arrange in chronological order the dates of these, listed out of order: R. launch of Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, 2 October 2024. S. start of the year-long Janjatiya Gaurav Varsh, 15 November 2024.
    P. launch of PM-JANMAN, 15 November 2023.
    Q. launch of Mukhyamantri Maiyan Samman Yojana, August 2024.
    Which order is correct?

    1. P, Q, R, S
    2. Q, P, S, R
    3. P, R, Q, S
    4. R, P, Q, S
    Show answer

    Answer: A — P, Q, R, S

15 November 2023 (P), then August 2024 (Q), then 2 October 2024 (R), then 15 November 2024 (S). The trap is the 2024 cluster: the Maiyan Samman launch in August 2024 comes before the October 2024 mission, and Janjatiya Gaurav Varsh begins a month after it.
  11. Under the Jharkhand Panchayat Raj (Amendment) Act, 2010, women's reservation in the posts of Mukhia, Pramukh and Adhyaksha is not less than what share?

    1. One-third
    2. Thirty-three per cent
    3. Forty per cent
    4. Fifty per cent
    Show answer

Answer: D — Fifty per cent

The 2010 amendment replaced the earlier one-third figure with not less than fifty per cent for women in the posts of Mukhia, Pramukh and Adhyaksha. One-third and thirty-three per cent are the old and constitutional minimum, which the state raised.
  12. Under section 8 of the Jharkhand Municipal Act, 2011, applying only the general population bands (and leaving aside the special rules for hill areas, pilgrim centres, tourist centres and mandi towns), a local area with a census population of 35,000 falls in which class?

    1. Nagar Panchayat
    2. Municipal Council
    3. Municipal Corporation
    4. Gram Panchayat
    Show answer

    Answer: A — Nagar Panchayat

Section 8(3) classes a transitional area of 12,000 to under 40,000 as a Nagar Panchayat. A Municipal Council needs 40,000 to under 1,50,000 and a Corporation 1,50,000 and above. A Gram Panchayat is a rural body, not a municipal class.
  13. Consider these statements.
    P. Under the Jharkhand Municipal Act, 2011, municipal class is based on the population at the last published census.
    Q. A Municipal Council covers a population of 40,000 to under 1,50,000.
    R. Women's reservation in Panchayat posts is fixed at 33 per cent.
    S. Under PESA, the Gram Sabha's recommendation is mandatory before grant of a prospecting licence or mining lease for minor minerals in Scheduled Areas.
    Which statements are correct?

    1. P and Q only
    2. Q, R and S only
    3. P, Q and S only
    4. P, R and S only
    Show answer

    Answer: C — P, Q and S only

P, Q and S are correct: section 8 uses the last census population, the Council band is 40,000 to under 1,50,000, and PESA makes the recommendation mandatory for minor minerals. R is false because the 2010 amendment set not less than fifty per cent. The option P and Q only is tempting because it omits S, a PESA provision.
  14. In which Olympic year did Jaipal Singh Munda captain India's hockey team to the gold medal?

    1. 1928
    2. 1932
    3. 1936
    4. 1948
    Show answer

    Answer: A — 1928

Jaipal Singh Munda captained India to gold at the 1928 Amsterdam Olympics. India also won gold in 1932, 1936 and 1948, but under other captains, so those years are wrong for him.
  15. Which of these institutions was converted into an Indian Institute of Technology in 2016?

    1. Birla Institute of Technology, Mesra
    2. Indian School of Mines, Dhanbad
    3. National Institute of Technology, Jamshedpur
    4. XLRI, Jamshedpur
    Show answer

Answer: B — Indian School of Mines, Dhanbad

The Indian School of Mines at Dhanbad, founded in 1926, became IIT Dhanbad after the Institutes of Technology Act was amended in 2016. BIT Mesra is a deemed university, NIT Jamshedpur is an NIT and XLRI is a business school, none converted in 2016.
  16. Which sequence of these events in Ranchi is correct?
    P. The first Test match at the JSCA International Stadium.
    Q. The 34th National Games.
    R. The first One-Day International at the JSCA International Stadium. Their dates are: Q, 12 to 26 February 2011; R, 19 January 2013; P, 16 to 20 March 2017.

    1. R, Q, P
    2. Q, P, R
    3. P, Q, R
    4. Q, R, P
    Show answer

    Answer: D — Q, R, P

The National Games in February 2011 came first, the first ODI in January 2013 second and the first Test in March 2017 last. The stem gives the dates, so the answer depends on reading them, not on memory. The option R, Q, P puts the ODI before the Games, which the 2011 date rules out.
  17. Consider these statements.
    P. Jharkhand's Foundation Day is 15 November.
    Q. Birsa Munda was born on 15 November 1875 in Ulihatu.
    R. Janjatiya Gaurav Divas was first observed in 2011.
    S. Janjatiya Gaurav Varsh ran from 15 November 2024 to 15 November 2025.
    Which statements are correct?

    1. P and Q only
    2. P, Q and S only
    3. Q, R and S only
    4. P, R and S only
    Show answer

    Answer: B — P, Q and S only

P, Q and S are correct. R is false: the Union Cabinet declared Janjatiya Gaurav Divas in 2021, and it was first observed that year as part of Azadi Ka Amrit Mahotsav. The option P and Q only omits S, which is the year-long campaign for the 150th birth anniversary.
