Bihar after Independence

When India became free in 1947, Bihar had to build a modern state almost from scratch — its schools, dams, factories and politics. This chapter follows that journey: the leaders who laid the foundations, a son of Bihar who became India's first President, a mass movement that shook the whole country, a Chief Minister remembered as the "People's Hero", and the day in 2000 when the state was split in two. These are exactly the names and dates BPSC loves to ask.

The Founders of Modern Bihar

After independence in 1947, Dr. Sri Krishna Sinha (also written Shri Krishna Singh), popularly called "Bihar Kesari" (Lion of Bihar), became the first Chief Minister of Bihar. His close colleague Anugrah Narayan Sinha became the first Deputy Chief Minister (and finance minister). Together they are honoured as "Bihar Vibhuti" — the architects of modern Bihar.

ℹ️ A duo, not a rivalry
Sri Krishna Sinha and Anugrah Narayan Sinha worked as a famous team in Bihar's early years. In exams they are often paired: CM = Sri Krishna Sinha, Deputy CM = Anugrah Narayan Sinha.

Bihar also gave the nation its first President. Dr. Rajendra Prasad, born in Bihar, became the first President of India in 1950, when India became a Republic. He had earlier presided over the Constituent Assembly that framed our Constitution.

Land Reforms & the First Constitutional Amendment

One of the first Chief Minister Sri Krishna Sinha's biggest achievements was abolishing the zamindari (landlord) system. Bihar passed the Bihar Land Reforms Act, 1950, becoming one of the first states in India to legislate against zamindari.

Zamindars challenged the Act in court — the landmark case being Kameshwar Singh (the Maharajadhiraja of Darbhanga) v. State of Bihar, where the Patna High Court struck down parts of the Act as violating the Fundamental Right to property. To protect land reform laws from being struck down this way across the country, Parliament passed the First Constitutional Amendment, 1951, which added the Ninth Schedule to the Constitution — laws placed in it were shielded from judicial review on Fundamental Rights grounds.

🎯 Why it matters
This is a rare and high-value fact linking Bihar directly to a landmark constitutional change: a Bihar land dispute (Kameshwar Singh case) was a key trigger for the First Amendment to the Indian Constitution and the creation of the Ninth Schedule.

The JP Movement & Total Revolution (1974)

By the early 1970s, there was deep anger against corruption, price-rise and misgovernance. In 1974, a students' and people's movement began in Bihar and soon spread across the country. Its leader was Jayaprakash Narayan (JP), a son of Bihar and a veteran of the freedom struggle.

JP gave the movement its famous call — "Sampoorna Kranti" (Total Revolution) — meaning a complete change in social, economic and political life, not just a change of government. This movement is closely linked to the period leading up to the National Emergency (1975–77).

🎯 Why it matters
Why this matters for Bihar: the biggest people's movement of independent India began in Bihar, and gave the country a whole generation of leaders. For BPSC, remember the chain: Bihar → JP → Total Revolution (1974) → the Emergency period.

Karpoori Thakur — the "People's Hero"

Karpoori Thakur, a former Chief Minister of Bihar, is one of the state's most loved leaders. He is popularly called "Jan Nayak" (People's Hero) for his simple life and his fight for the poor and backward classes. He is remembered as a great champion of social justice and of reservation for the backward classes.

In 2024, Karpoori Thakur was honoured with the Bharat Ratna, India's highest civilian award, given to him posthumously (after his death). This brought fresh national attention to his legacy of social justice.

🧠 Remember him this way
Karpoori Thakur = "Jan Nayak" + social justice / backward-class reservation + Bharat Ratna 2024 (posthumous). If a question mentions "People's Hero" of Bihar, the answer is Karpoori Thakur.

The Mandal Commission and Bihar Politics since 1990

In 1990, the central government headed by V. P. Singh decided to implement the Mandal Commission report (1980), providing 27% reservation in central government jobs and educational institutions for Other Backward Classes (OBCs). This decision reshaped politics across northern India, and Bihar — with its large OBC population — became one of its most important stages.

The key figures of this era in Bihar are Lalu Prasad Yadav (Chief Minister from 1990, whose party the Rashtriya Janata Dal (RJD) was formed in 1997) and, from the mid-2000s onward, Nitish Kumar (whose party, the Janata Dal United, JD(U), has led or been a key part of the state government for most of the period since 2005). This period is closely associated with the political rise of backward-class and social-justice politics in Bihar.

⚠️ Exam trap
For factual/date-based exam questions, focus on: Mandal Commission report (1980), implementation decision (1990, V. P. Singh government), RJD formed (1997). Avoid getting drawn into evaluative political opinions — BPSC tests dates, party names and office-holding facts, not political commentary.

The Creation of Jharkhand (2000)

On 15 November 2000, the southern, mineral-rich part of Bihar was separated to form a new state, Jharkhand. This changed Bihar deeply: it lost most of its mines and heavy industry to Jharkhand, leaving present-day Bihar with a largely agrarian (farming-based) economy.

⚠️ Exam trap
Common trap: do not confuse the date. Jharkhand was created on 15 November 2000. (15 November is also the birth anniversary of tribal icon Birsa Munda.) Bihar kept the fertile Gangetic plains but lost the industrial belt around Ranchi–Jamshedpur–Dhanbad.
